Practicalities of Enforcing Free Licensing

Hello,

My first post as newly joined fellow.

I was browsing through eBay and noticed that there are many resellers of Open Source packages on there - which is fine and good as we want to encourage the use of Free software.

I noticed that one reseller, while citing on the item page all the eBay required permissions that he had complied with (no doubt solely to prevent eBay staff pulling his listings) and stating that the software (OpenOffice in this case) was covered by the LGPL,
 

However, on this seller's About Me page he states "You are also not allowed to resell any items bought from me."

Surely this is in violation of the terms of LGPL?

I am currently attempting to bring this matter to the notice of the OpenOffice.org community but I wonder if there is some other route that could be taken with eBay to educate them about the implications of these licenses so that they can update their policies appropriately.

Is that something that could be done via the FSFE?
